Police and Public Safety Operational Progression
A resilient Police network must preserve routine patrol and custody capacity while building independently deployable armed, roads-policing, dog, public-order, mounted, air-support and railway-response systems. Vehicle ownership alone is insufficient when specialist education, personnel roles, prisoner transport and cross-service dependencies control mission completion.

Command doctrine
Section titled “Command doctrine”Use this order when expanding:
- Routine patrol first — ordinary Police missions must not consume every dispatchable Police Car.
- Custody as a separate chain — prisoner demand, vehicle capacity and return-to-service time are not identical to scene response.
- Training before specialist activation — armed, roads, dog, mounted and aviation capability depends on the relevant educated personnel.
- Public-order personnel before generator growth — extensions can create missions whose officer and command requirements exceed the visible vehicle count.
- Geographic resilience before central concentration — distribute common and rare resources by real travel-time zone.
- Cross-service readiness before major incidents — Police completion may depend on Ambulance, HART, Fire, Railway or SAR capability.

Police and Public Safety Extension
Section titled “Police and Public Safety Extension”The verified Police & Public Safety Extension:
- costs 100,000 credits or 15 coins;
- can be built at a Police Station or Large Police Depot;
- enables public-order mission generation;
- enables specialist Police and Public Safety vehicle purchases;
- provides Detention Van parking.
Recommended activation gates
Section titled “Recommended activation gates”Before activating another extension, confirm:
- enough routine Police Cars remain for ordinary demand;
- Level 1 and Level 2 Public Order Officers are available in the relevant region;
- Police Sergeant, Inspector and Medic requirements can be supported;
- PSU and mounted transport capacity is staffed;
- prisoner handling and detention transport are ready;
- two simultaneous public-order incidents have been tested;
- alliance support is contingency rather than the only viable response.

Personnel transport is not personnel availability
Section titled “Personnel transport is not personnel availability”A PSU Carrier may transport educated officers, but vehicle capacity does not create qualified personnel. Maintain separate inventories for:
- vehicle seats;
- available Level 1 Public Order Officers;
- available Level 2 Public Order Officers;
- required Sergeants and Inspectors;
- Police Medics;
- reserve personnel for another incident.
Custody transport
Section titled “Custody transport”The Detention Van publishes a four-prisoner capacity and dedicated parking rule. Use that verified contract when planning prisoner surges.
Do not assume:
- every prisoner requires a Detention Van;
- every Police vehicle has the same prisoner capacity;
- scene resources become immediately available after custody transport;
- extension parking behaves like an ordinary vehicle slot.
Those behaviours require separate direct evidence.
Personnel-state semantics
Section titled “Personnel-state semantics”Canonical records distinguish personnel who must be available before generation from personnel required at the incident.
Verified Police roles include:
- Police Sergeant;
- Police Inspector;
- Railway Police Officer;
- Level 1 Public Order Officer;
- Level 2 Public Order Officer;
- Police Medic.
Course name and duration remain unknown for roles where only the mission relationship is reproduced. Do not invent education details from the role label.
Representative public-order pressure

Available-before-generation values are higher than the required-at-scene values. Preserve the distinction rather than using one combined personnel number.

A vehicle-only fleet plan cannot prove readiness for this mission because personnel, prisoners and medical demand are first-class constraints.
Transparent concurrency calculation

- 12 Police Cars;
- 4 Mounted Units;

Recommended armed posture
Section titled “Recommended armed posture”- Keep routine Police Cars separate from armed-resource reserve.
- Train a commissioning crew before counting an ARV or M-RAV as operational.
- Add a replacement firearms cohort before geographic duplication.
- Treat Armed Traffic Cars as dual-trained resources rather than free substitutes for every ARV or Traffic Car requirement.
- Test dog, air support, HART and prisoner dependencies with the armed fleet.
Roads-policing planning
Section titled “Roads-policing planning”Traffic Cars require the verified three-day Roads Policing Officer Training course. Armed Traffic Cars additionally require firearms education.
Conditional requirements
Section titled “Conditional requirements”Some verified airfield incidents mark Traffic Cars as only_when_available. This is a conditional field, not a guaranteed response and not merely a strategic recommendation.
Preserve the condition when creating dispatch plans. Do not permanently allocate conditional units as though every relevant mission guarantees them.
Geographic posture
Section titled “Geographic posture”- Position Traffic Cars along high-demand corridors rather than only at the largest depot.
- Preserve ordinary patrol cover when roads units deploy.
- Train replacement personnel before relying on one dual-trained Armed Traffic Car.
- Include travel time to airfields, motorways and cross-region incidents.
Dog-support planning
Section titled “Dog-support planning”The DSU and Multiple Dog Carrier use the verified five-day Dog handling course.
DSU versus Multiple Dog Carrier
Section titled “DSU versus Multiple Dog Carrier”- DSU is a deployable dog-support resource on verified missions.
- Multiple Dog Carrier transports up to four dogs at maximum crew.
- A carrier’s capacity does not prove that every mission accepts it as a substitute for several DSUs.
- Keep the mission requirement and the vehicle transport contract separate until dispatch substitution is directly reproduced.
Recommended dog reserve
Section titled “Recommended dog reserve”For each region where dog requirements recur:
- maintain one dispatchable dog-support route;
- train replacement handlers;
- duplicate by travel-time zone when one unit becomes a geographic bottleneck;
- test overlap with public-order, firearms and railway demand.
Police air support
Section titled “Police air support”Police Helicopter has verified aerial-search and air-support capabilities and requires the seven-day Police aviation course.
Recommended planning:
- place aircraft by regional travel advantage;
- maintain trained replacement personnel before treating one helicopter as resilient;
- preserve ground Police capacity because air support does not replace scene, custody or personnel requirements;
- respect mission-specific alternatives such as Police Helicopter or Drone rather than inventing universal substitution.
Railway and investigation support
Section titled “Railway and investigation support”EIU is a verified railway investigation/support resource. Its abbreviation remains unexpanded because no primary source currently provides a verified full name.
Railway operations may also require:
- Railway Police infrastructure;
- Railway Police Officers;
- Mobile Operations Managers;
- Police Sergeant and Inspector roles;
- Dog Support Units;
- control, air-support and cross-service Fire/Ambulance resources.

- Duplicate armed and dog capability by travel-time region before raw fleet size alone justifies it.
- Use air support where it provides measurable regional value.
- Treat alliance support as contingency.
Major-event network
Section titled “Major-event network”- Pre-position public-order personnel, mounted units, dogs, custody and medical support.
- Maintain a separate routine-patrol floor.
- Test prisoner and patient maxima alongside the vehicle response.
- Restore local cover and specialist geography before declaring the network ready again.
Recovery-to-readiness
Section titled “Recovery-to-readiness”After a major Police incident:
- record units still on scene, transporting prisoners or returning;
- restore routine Police Car cover first;
- confirm specialist vehicles and educated crews are together again;
- return Sergeant, Inspector and public-order cohorts to useful regions;
- restore custody, dog, air and roads capability;
- review cross-service missions still consuming resources;
- rerun the selected concurrency scenario;
- correct recurring bottlenecks before activating more extensions.
Mission completion is not proof that routine patrol, custody and specialist reserve are restored.
