Railway Police and Railway Fire Operational Progression
Railway operations combine Fire, Railway Police, ordinary Police, Ambulance, HART, Search and Rescue and specialist rail-access resources across stations, crossings, freight sites, tunnels and remote corridors. A resilient railway network must commission the complete corridor response rather than treating Railway Police or Railway Fire infrastructure as self-contained services.

Command doctrine
Section titled “Command doctrine”Use this order when expanding:
- Railway Police readiness first — EIU, Railway Police Officers and ordinary Police response must operate before more railway generators are added.
- Rail access second — Road Rail Units are separate specialist resources, not ordinary Fire or Rescue Support substitutes.
- Fire support by mission family — Breathing Apparatus Support, Foam, water and command pressure vary by freight, station and tunnel incident.
- Cross-service command separately — Ambulance command, Railway Police supervision and Fire Officers can all be independent requirements.
- Personnel semantics before vehicle counts — Railway Police Officer, Mobile Operations Manager and supervisory roles can control completion.
- Corridor and tunnel reserve before another generator — one major railway incident should not remove every access, command and support route.

EIU evidence boundary
Section titled “EIU evidence boundary”The current official UK railway pages use the label EIU. No primary source in the canonical record provides a verified expansion.
Do not:
- invent a full name;
- replace it with a similar real-world organisation;
- infer price, staffing or training;
- treat it as interchangeable with another investigation vehicle.
Railway personnel semantics
Section titled “Railway personnel semantics”Verified railway roles include:
- Railway Police Officer;
- Mobile Operations Manager;
- Police Sergeant;
- Police Inspector;
- Ambulance Officer;
- Operational Team Leader;
- Search Advisor.
Mission data may publish:
- available personnel before generation;
- personnel required at the incident;
- explicit ranges.
For example, a published 14–42 firefighter range must remain a range. It is not an exact minimum or average.
POI terminology
Section titled “POI terminology”Preserve the exact UK POI labels:
- Train station (regional traffic);
- Train station (regional traffic and long-distance travel);
- Goods station;
- Railroad Crossing;
- Rail Crossing;
- Subway station;
- Railway tunnel.
Both Railroad Crossing and Rail Crossing appear in the UK game. Do not normalise one away.
Progression tier 1 — Person under train

The mission uses station/subway POIs and demonstrates that even an early Railway Police progression tier can require substantial Fire, technical rescue, personnel and medical response.

Planning implication
Section titled “Planning implication”Goods Train Fire is the foundation railway-fire logistics chain: access, BA, foam, water, investigation, command and Railway Police must all arrive. One central specialist route can become the first corridor bottleneck.
Progression tier 3 — Passenger Train Derailment

Section titled “Planning implication”The derailment tier turns the railway corridor into a major cross-service system. Railway access can be complete while Ambulance command, mass-casualty equipment, personnel or patient throughput remains the limiting factor.

Geographic architecture

- Keep Fire, Police and Ambulance support distributed along the route.
- Protect one ordinary response cluster outside railway dispatch.
- Duplicate access when travel to the opposite end becomes the bottleneck.
Hub-and-spoke railway network
Section titled “Hub-and-spoke railway network”- Place specialist access and investigation resources at major hubs.
- Position frontline and command along the spokes.
- Keep each spoke independently functional while the hub fleet is committed.
- Avoid making one HART or command base the hidden regional failure point.
Tunnel network
Section titled “Tunnel network”- Plan access from both ends where geography permits.
- Duplicate Road Rail, BA and Foam against the verified tunnel tier.
- Keep HazMat and command alternatives separately available.
- Include patient evacuation and long return times.

- restore one Railway Police and one rail-access route in each exposed corridor;
- return specialist Fire support to useful hubs or tunnel access points;
- restore command, mass-casualty, welfare and patient-transport reserve;
- return Mobile Operations Manager, Railway Police and search personnel to useful regions;
- review patients and other cross-service missions still active;
- rerun the selected railway concurrency scenario;
- correct recurring corridor, command or personnel bottlenecks before more infrastructure activation.
Mission completion is not proof that a corridor or tunnel is ready for another incident.
